Some questions on international relation

Our Party has paid due attention and given adequate importance in its international relation, which is essential for the success of the people’s revolution and in order to be sustained thereafter. There should not be any scope of doubt that the revolution of Nepal is part of the world revolution. It serves the world revolution and deserves support and assistance from the revolutionaries of the world. The development of the information technology has further enhanced the internationalization of all events happening in any corner of the world. Communist revolutionaries should have to be acquainted with these changes and should workout their plan accordingly.

Our party led the great People’s War and based on the achievement of the revolution there was unprecedented 19 days mass movement which gave rise to the present political situation in Nepal. During the whole period of the PW the enemy massively misused its state to state relation with various governments of the world to declare our party as a “terrorist organization”. They were able to misuse the role of the Interpol to issue arrest warrant against the leadership of our party over 120 countries of the world. Given that situation it was not that easy for our party to establish and develop relation at the international level.

Now political scenario has been changed. We have entered into the peace process. We have 83 members in the house of 329. We were also in the government. Using this situation as a good opportunity we are trying hard to make and develop international political and diplomatic relation with various political and social forces and governments. In the last one year we are able to achieve concrete results by establishing relations at the international level. Reactionaries at home and abroad are trying to isolate our party by spreading misinformation and disinformation campaigns. Some big media houses in Nepal are involved in carrying out such campaigns deliberately. But they are unable to check the heightening relation of our party at different levels.

International support is indispensable for any revolution to be victorious and to sustain. In total absence of the socialist camp, socialist state and significant working class movement making revolution is a challenging and the uphill task in the world today. So every revolutionary movement in today’s world has to make creative effort in garnering the international support. It is necessary to find friends in various corners of the globe.

As communists it is our duty to maintain fraternal relations with the communist parties at the international level. But such communist forces are not strong enough to provide the necessary support and assistance to succeed the revolution. It never means that this relation has no significance. But depending only on the support of the Maoist forces is not enough. So it is essential to seek support also from the left and progressive forces, democratic forces and justice loving people at large.

Identifying the different types of contradictions and handling them in proper and scientific way based on concrete analysis of the concrete condition is fundamental question of every revolution. All communists agree with this universal principle. But not all of them are able to apply properly. For the growth and development of the revolution it is inevitable to identify the contradiction and handle it properly so that the main enemy can be isolated and joint struggle can be created to target it. The development of the revolution in Nepal in so fast pace is real example of it.
It is true that we have neither socialist base nor any socialist state to support revolution from outside. It is especially important for the communists to be capable in identifying and handling the contradictions not only within their own country but at international level as well. It can help the revolutionary movement to grow and protect it from not being destroyed by the enemies of the revolution at home and abroad. Identifying the contradictions within the society and at the international level can be made and also is being made by communist revolutionaries at the level of theory. But handling the contradiction in proper way in practice is a difficult task. Handling of contradictions is not a spontaneous process. It can be made by conscious efforts and daring practice. Major part of the handling of contradiction is based on dealing with various class forces. In order to deal with the different class forces it is necessary to make changes in the tactics and policy accordingly. Only reiteration of the strategy and theory is not enough for this. Utilizing the secondary contradiction with various class forces to resolve the principal contradiction is very complex and difficult task. In order to advance the revolution forward and accomplish it and sustain it our party is bound to handle the contradictions at the world level. It is also part of our international relation.

In this regard by virtue of being an imperialist power, US is always against the peace process of Nepal, though they constantly pay a leap service to it. Bush administration was against the agreements between our party and other parliamentary political parties. Its policy was to forge alliance between the Gyanendra regime and the parliamentary parties in order to crush the Maoist revolution in Nepal. We prepared a road map for the whole set of the negotiation in between our party and the alliance of the parliamentary political parties. US was deadly against it. It was a complete failure of the US policy. Quite recently an interview of the US Ambassador to Nepal has come out, which shows that there is no change in the US policy towards our party. In that interview she has reiterated that US is not ready to remove the “terrorist” tag from our party. In order to remove the obstacle on the way to the revolutionary transformation of the Nepalese society, it is necessary to struggle against US imperialism.

In the wake of sharp contradiction of the Indian government with the Gyanendra regime after the February 2005 coup staged by later, the former allowed the meeting of our party with the seven parties to happen in their soil at the time when that government considered our party as a “terrorist organization”. In the same meeting the 12 point agreement had been signed, which paved the way for the anti-monarchy popular mass movement in Nepal. Continuing its past role the Indian government is constantly indulging itself in the day to day development of the peace process. It is also true that leaders of many political parties are in habits of taking permission or blessing from Delhi. In the later stage of the ongoing peace process, the southern neighbor seems to have become more active to put forward its own agenda. Quite recently an emissary to the prime minister of India after hectic consultation with the leaders of the major political parties and the government of Nepal, expressed in a press conference at Kathmandu that ‘republic should not be declared from the legislative parliament’. It is not desirable for any outsider to be directly involved in the political issues that are seriously debated in Nepal. Moreover, the legislative parliament has passed two proposals by majority votes in which one is ‘to declare republic from the legislative parliament’.

European countries are supporting the peace process and expressing their concern that the peace process should not be derailed. It is quite natural that they have expressed their dissatisfaction in repeated deferral of the election of the constituent assembly. But they are not interfering in the matter wherefrom the republic should be declared. They also opine that it is up to the people and the political parties of Nepal to decide what electoral process should be adopted in the election of forth coming constituent assembly. Some European countries have similar foreign policy as that of the US regarding the Middle East and elsewhere. But when it comes to the case of Nepal, they differ with the US policy.

China which seemed to be not so active in the political activities in Nepal in the past, is trying to play its active role all through the latest years. Hosts of their delegations are visiting Kathmandu and carrying consultation with different political parties of Nepal. In the wake of potential threat of national integrity from separatist elements supported and patronized by reactionary elements across the boarder, the statement made by the Chinese Ambassador to Nepal that China will not tolerate any foreign intervention in Nepal, is very significant and have been widely appreciated in Nepal. In an interview of a retired professor who is considered as the architect of foreign policy of the Chinese government
said that the US and Indian governments were interfering in Nepal and if it crosses the limits the Chinese government would not tolerate it. Quite contrary to the opinion expressed by some countries, China has expressed that it is the responsibility of the Nepalese people and the political parties of Nepal wherefrom they like to declare the republic—whether it is from the legislative parliament or the street or from any where they liked. They have supportive position regarding the full proportional electoral process. Definitely these are the positive signals that are in favour of the national integrity and for the independent role of the political parties of Nepal in their internal affairs.

So based on the concrete policies of different governments our party decides its relation with them. These policies may not be so vital strategically, but its significance in tactical sense can not be ignored or ruled out. Based on these circumstances our party is developing and practicing the international relation.

Building Support for the Nepalese revolution in Europe

The development of people's war in Nepal has inspired a good many people in Europe to support the cause of proletarian revolution and to make their contribution in the process of building a New World. This inspiration gave way to organise Nepalese people in Europe and other parts of the world wherever could be possible. The Party had also paid a great attention in building international support from among the Nepalese masses as well as from the European and Americans. As a crucial factor for conscious mobilisation of the Nepalese revolutionaries in the US and in Europe, the task for the Nepalese revolutionaries in those regions were synthesised as to propagate Marxism-Leninism-Maoism and Prachanda Path in those areas, struggle to stop imperialist intervention in Nepal and help the Party in publication propaganda. These activities have been effectively being applied in Europe. Because of the anti-people and anti-revolutionary policy of the US government and because of the lack of political consciousness and ability to advance pro-people activities among the Nepalese in the US, these tasks have not been materialised there. Attempts are being made to develop the political consciousness among the Nepalese as well as to develop organisational structures in that region in future.
Organisation is most important factor to achieve these tasks. Thus the Nepalese revolutionaries have built up the following organisations in Europe, and the main organisations are Nepalese People's Progressive Forum in Belgium, Internationalist Nepalese Solidarity Forum in Germany, Nepali Samaj in the United Kingdom and Nepalese Nationality Concern Forum in Belgium. These organisations have been extended up to Switzerland to France and Italy to Portugal. Similarly, Europe wide organisation United Nepalese Front, Europe and Nepalese Nationality Concern Forum, Europe have also been built up. These revolutionary organisations have expanded a massive network on which most of the revolutionary minded Nepalese people get united, trained to develop their ideological and political consciousness and united for the struggle for the future of Nepal and the Nepalese people.
In any condition, the task of the revolutionary organisations should be oriented towards three major political tasks, which are interconnected and interdependent on themselves. These orientations of the organisations are to play the role among the masses, of an organiser, a propagator and an agitator. _imilarly, the task of the Nepalese revolutionary organisation is to work for the Nepalese revolution and by doing so should help the international revolutionary movements in developing political consciousness and carrying out revolutionary activitiec in the countries wherever th%y live. This is"the Marxist-Leninist-Maoist and Prachanda Path principal on organisation.
The European nrganisations have perfectly applied these principals, and will be applying in future too. These organisations have not only organised the Nepalese people in that continent, but also established relation with the anti-imperialist forces, democratic forces and pro-people organisation who oppose Nepalese feudalism and stand for people's democracy. In Europe, there have been a great many programmes organised across the continent. Either we recall the campaign carried out to support the Nepalese people's war which was led by World People's Resistance Movement, WPRM along with the Nepalese organisations, for which comrade Ananda Sworup Verma had delivered speeches across Scandinavian and European countries; or other programmes carried out while comrade Gaurav and other Maoist leaders had visited Europe in different times; either we recall the solid political struggle carried out by the Nepalese organisation in Belgium to thwart and finally stop the supply of 45 thousand minimi rifles against Nepalese people, or the political struggles carried out in Belgium, Germany, England and Italy to stop the Indian ruling class to handover comrade Kiran and Gaurav to the Nepalese regime, the Nepalese organisations UNF Europe, NPPF Belgium, INSOF Germany, and Nepali Samaj UK, had not only carried out political struggle but also popularised the Nepalese Maoist movement in Europe. Along with the development of people's war in Nepal, along with the strategy and tactics of the Maoist revolution being applied and developed in the context of Nepalese revolution, the prestige and the popularity of the Maoist science has mounted up, and the reputation of the Nepalese people's war has starched from Europe to Russia, from China to Canada and from Colombo to Colombia. This is very important in the context of the Nepalese revolution and its relation in the context of the international proletarian revolution.
It is very important to note the struggle of the Nepalese people in Belgium, Germany and Britain. In Belgium, the Nepalese people had attracted the attention of the European authority, the human right activists, the democratic and anti-imperialist political forces and the general masses of people having appealed them to support the people's movement and denounce semi-feudal semi-colonial state of Nepal. Belgian authority had put over 45 thousands minimi rifles on pipe line of supply on demand of the then Nepalese regime. The struggle of the Nepalese organisations on this issue had not only exposed the criminal mission of the Nepalese old state, but also attracted a lot many people including politicians and journalists by which internal contradictions of the Belgian government mounted to such level that the supply was finally stopped. Of course, this struggle was an equivalent to capturing of a military barrack in the country. India and the United States had accused the Party as being terrorist. Having challenged their accusations, the Nepalese organisations had chanted slogans in front of the Indian and the American embassies in Belgium, Germany, and the UK. The European people had also demonstrated many protest programmes in front of the Nepalese embassy of these countries.
European people have a great revolutionary sentiment. First of all, they have a revolutionary legacy of supporting the revolutionary movement in the third world countries. Secondly, the general masses of the developed world do not like the people of the third world countries being oppressed and exploited and driven to poverty. These people are really delighted with the Maoist revolutionary movement developed in Nepal. This is because; it is a beacon of the world proletarian revolution of the international proletarian revolutionary movement in the 21st century. Thus, a good many European people wanted and want to make their contributions for the cause of Nepalese revolution as much as they can. In the context of the Nepalese revolutionary movement, the European and American people have taken part in building Nuwagaun to Thawang Shahidmarg. There had been three teams that came to the revolutionary area and contributed their service. In the first team there were people from seven countries of five continents. These continents comprised as America, South America, Europe, Australia and Asia. Similarly, on the following teams, there were people involved even from African continent. All of these teams had contributed 15 days labour power. It is not only the labour power the Europeans had contributed, they have also helped in developing infrastructures of the Jana Namuna Hospital of Ghorneti Rolpa, and providing basic training to the doctors and nurses there. In Europe itself, a good many programmes were organised in support of the Nepalese revolution and in relation to make a theoretical and political propaganda in different parts of Europe.
These kinds of forums were organised in Belgium, Germany, Greece, United Kingdom, Italy and other parts of the continent. These kinds of programmes have contributed a lot in providing information as well as helping the European masses of people in building public opinion in favour of the Nepalese revolution.
Recently, Comrade Gaurav had visited Europe. His European tour has further contributed in creating enthusiasm among the Nepalese and the European people and most importantly, even to make the European authority understand the desire of the Nepalese people for economic, political and social change. He had visited Belgium, Germany, The Netherlands, France, Portugal and England. In all these countries there had been very important interactions with government authorities to the anti-imperialist forces, as well as from the Nepalese organisations to the ordinary Nepalese people. His visit has also opened up the possibilities to forge anti-imperialist united front with the left forces in Europe. the Communist Party of Portugal, the Workers Party of Belgium PTB, the Communist Party of Norway, Red, and other left forces have been opposing the imperialist exploitation and oppression, and they have also shown interest to work hand in hand with the Nepalese revolutionaries in the interest of the Nepalese people to forge united front against imperialism and its reactionary policies.
In France, a French Nepal People's Solidarity Committee had been formed in Paris, on 24th of November 2007, in the presence of Comrade Gaurav and with the involvement of French, Turkish, Iranian, and Nepalese revolutionaries. This is very important development in relation to build up revolutionary solidarity prom the place of Paris Commune to the place of Maoist base area of the 21st century. Of course, having formed this solidarity, the legacy of rebellion of Ce Antuan of Paris to the legacy of Bivorge of Russia, and the legacy of Chin Kanshan of China has linked to the legacy of Thawang of Rolpa of Nepal. The formation of the Solidarity Committee has involved many revolutionary groupings of France including the revolutionaries of other nationalities. Thus the Nepalese revolution is not only attracting a good many people in support the revolutionary cause, but also bringing all together into a tactical unity and thus ushering to forge strategic unity towards building up a revolutionary movement in that country itself. These all events clearly manifest that the popularity of the Nepalese revolution has already picked the high point in Europe. The contribution of the Nepalese revolutionaries has been one of the most important factors in this work.
As per the designation for the work of the Nepalese organisation that they propagate MLM and Prachanda Path in Europe, we gave stress on theoretical debate among European Maoist revolutionaries and the pro-Maoist forces. These debates have also been organised sometimes as info evening and sometimes info-day. Similarly, the Nepalese revolutionaries have also been participating in seminars organised by different forces in different countries, aimed at to propagate Marxism. By doing this, the Nepalese revolutionary movement has been reached among the European masses of people.
As chairman Prachanda had synthesised that the revolutionary should give emphasis on principal and must pay attention on secondary, the Nepalese revolution has been giving stress on accomplishing Nepalese revolution in Nepal as base of the world proletarian revolution and has been paying attention in building revolutionary solidarity in other countries. The development of struggle in different level is a sign of success in this mission.
