Appeal Of
Chirman Prachanda On 11th Anniversary Of People's War
Communist
Party of Nepal (Maoist) Central
Committee Press
Release Representing a new era of rebellion against the exploitation and oppression of feudalism and imperialism for the emancipation of Nepal and Nepalese people, the people’s war initiated under the leadership of the CPN (Maoist), the glorious representative of Nepalese proletariat, after completing its ten years, has entered into the eleventh one on February 13, today. This people’s uprising of one decade has not only unfolded multi-dimensional and far-reaching impact but also has provided a new momentum of study, debate and inspiration for the masses fighting against the exploitation, oppression, intervention and terror of the globalized imperialism, mainly the US imperialism. This great people’s war that has been playing a decisive role in the process of organizing the Nepalese society in a republican mode by completely destroying feudalism, about 250 years old, is significantly contributing to creating a new wave of the world revolution by ideologically developing MLM in the twenty-first century. Definitely, this great journey of ten years is advancing, not in a straight line like the entire revolutions of the world history, but going across turns, twisters and catastrophes, today, thousands of best sons and daughters of the Nepalese people have sacrificed their lives to raise our party up to this height of a decisive political force in Nepal and people’s war as a source of inspiration for the laboring masses all over the world, thousands are irrigating this process by becoming wounded and handicapped, and thousands of fighters and lakhs of the masses are confronting terrible condition of untold torture, deadly custody and disappearance. In this historic moment, when the people’s war, completing its ten years, has ascended to an unequaled height, first of all, on behalf of the central committee, offering red salute, I would like to pay emotional homage to the entire great and immortal martyrs of the people’s war, the main claimants of this historic contribution. In this occasion, extending revolutionary greetings to the entire wounded and disabled of the people’s war, I would like to wish for quick recovery in health and enduring participation and progress in their journey for revolution. In addition, I wish for quick release, along with revolutionary greetings, to the entire fighters who by facing enemy’s jail, nail and torture have been blazing the fire of revolution. In this historic day of the Eleventh Anniversary, our party, along with heartily greetings, expresses militant solidarity with the entire pro-people institutions, organizations and the broad masses that have raised voice in support of emancipation, in and outside of the country. Today,
the Nepalese society is advancing ahead towards the last juncture of its
transition to republic from the absolute feudalism. A tiny coterie of
moribund feudal elites is exhibiting its last stupidity of unleashing
the reign of terror with the force of its traditional military gang upon
the 25 million Nepalese people and the world opinion. In order for
building an environment, in which the aspiration of democracy and peace
of the Nepalese people could be fulfilled peacefully without a big loss
of lives and property, our party, in the dawn of the eleventh
anniversary of the people’s war, had declared a unilateral ceasefire
and had even built up, during this period, a 12-point understanding with
the major parliamentarian political parties of the country. On the
contrary, the criminal gang of feudal elites, who do not share even a
slight of responsibility towards the country and people, not only
mistrusted it but continued making it a matter of laugh and shame for
the civilized people in the twenty-first century by imprisoning
thousands of democracy-loving people and staging a drama of election
within the army camps. The insanity of Gyanendra Shahi, who oddly
underrated the living reality, in which the wave of people’s higher
level of military and peaceful resistance was going on, as isolated
events, has surprised the world opinion. How a tiny clique of feudal and
its traditional hoodlum, the “Royal Army” has been able to sustain
despite of all-round opposition of the people in and outside of the
country? The question is very serious and notable. Based on the
experiences of history and the present course of events, our party has
concluded that, despite of crocodile tears, the US imperialism, the
ringleader of world imperialism, has its hand in helping sustain the
military terror of feudal murderers. These feudal murderers are carrying
out stupid crimes of this kind against the aspiration of democracy and
peace of the Nepalese people by means of the patronage and encouragement
of the military commanders of the Bush clique of the US ruling class
that in the name of war against terrorism has been erecting a reign of
terror upon the world masses. Taking advantage of the geo-political
situation of Nepal, the imperialist interest and conspiracy of grabbing
a hold over billions of people of China, India and South Asia, is
working from behind this kind of patronage and encouragement. The
instruction that the so-called commander of the Asia Pacific command of
the US army, coming to Nepal, had provided to Gyanendra Shahi to
strengthen the so-called Ranger Force (Commando) against the Nepalese
people clarifies this fact further. Grasping this reality seriously, our
party has been labeling the “royal” army as the US army since some
years before. We would like to make a whole-hearted and special appeal,
in this historic occasion, to the pro-people forces in Nepal, China,
India, South Asia and the world to further necessary initiative in
support of democracy and peace by paying serious attention to the grave
consequence behind this. In
spite of the aforesaid situation, our party believes that none will now
be able to prevent the success of the democratic movement of Nepalese
people, who are conscious to their democratic right. The hidden support
of the US military commander at the moment, when a great campaign of the
Nepalese people for establishing competitive democracy that aims at
institutionalizing the right of all the masses of oppressed class,
nationality, region and sex by holding constituent assembly election and
reorganizing the state power, which has already gained support from the
world opinion and international community, will not be able to help
survive the Gyanendra Shahi clique. It is definite that the upcoming
thrust of the Nepalese people will lead the feudalism to an end and a
new chapter of democracy, peace and progress in Nepal will begin.
Therefore, our party forcefully appeals the 7 political parties, civil
society, and the entire intelligentsia to come forward with no delay to
bring in a common slogan, a common front and a common program in this
decisive and sensitive moment of the history. That kind of slogan, front
and program will prepare for a model of the people's parallel government
against military terror of the absolute feudal elements. We believe that
this kind of people's government will gain international support and
help from the entire pro-democracy and pro-people forces. What we do
believe is that this kind of common slogan, front, program and
declaration of the government will completely obliterate Gyanendra Shahi
and its tiny feudal coterie, and Nepal will go ahead towards the
direction of peace and prosperity with a republican state structure. The
reality that we are prepared to be flexible, as it necessitates, for the
fulfillment of this goal has already been made clear before and, in this
occasion, we would like to clarify that conviction further. We also
believe that right after a concrete process of this kind advances, the
reorganization of military force in Nepal will not become a difficult
and complex issue. Finally,
I would like to appeal to all class, nationality, region, sex, and
especially the youths associated with all the political parties, to
institutionalize forever the aspiration of democracy, peace and progress
of the Nepalese people by grasping the reality that no absolute
feudalism will be destroyed without correct fusion of peaceful and
military resistance. Only a new army of democracy and peace, with youth
thunder, will ascertain the progress of new Nepal. February
13, 2006 Prachanda Chairman C.P.N. (Maoist) Cease-fire
Called-off
Communist
Party of Nepal (Maoist) Central Committee Press
statement
The period of one month's ceasefire extended after three months, on the behalf of our party, has also been over. Our party would like to express its heartfelt gratitude to the entire pro-democracy and pro-peace forces who have welcomed and supported the ceasefire, in and outside of the country, for it has taken up a responsible initiative for a peaceful and forward-looking political way out for the civil war with the conviction of multiparty democracy. In the meantime, a 12-point understanding between our party and seven parliamentarian political parties, for a movement of democracy and peace, has been achieved and the people have ratified this. Amid this, our party has carried out very positive interaction on our understanding and conviction towards democracy and peace with different international institutions, organizations and forces including the UNO and a number of understandings have been built around it. As a result of the aforesaid new situation, extensive requests had been made from in and outside of the country to the feudal autocratic royal power to return back to democracy and peace with a positive response to the ceasefire. But, the royal state, exhibiting terrible feudal obstinacy and totalitarianism, remained stuck in persevering with military terror against the country and people. The royal army that had been killing unarmed cadres in its custody in the different places of the country including Palpa and Morang during the first three months killed, at the last phase, up to comrade Kim Bahadur Thapa (Sunil), a popular leader of our party by an air attack. In the later one-month period, the so-called royal army, exhibiting more fascist character, at the last, going through Nagarkot massacre, has been adventuring to maintain a reign of terror against the people in the name of military operation in Rolpa, and barbarous acts like looting of people's shops and blazing houses are being carried on. In the same manner, the royal army has already come forward with a strategy of carrying out land and air attack by encircling the detachments of our People's Liberation Army, which has been in a defensive situation all across the country now. This ground reality clarifies our obligation that we have to go into offensive, by calling off ceasefire, not only for people's democracy and peace against the feudal autocracy but also for the self-defense of the People's Liberation Army. We deeply understand and honour the appeal made by the institutions including the UNO and EU to extend the ceasefire. Likewise, we also understand and admire the request made by peace-loving institutions within the country and Nepali Congress (Democratic), one of the constituents of agitating seven political parties, in the context of its convention, to extend the ceasefire. But, in the backdrop of aforesaid fascistic new activities of the royal army, we request to take seriously the reality that it has been not only impossible for us to extend, despite our wish, the ceasefire but also is going to become suicidal to do so and appeal to all to raise voice forcefully against this situation. With this appeal, we declare that the ceasefire of our party has been called off. What we want to clarify here is that our forthcoming military actions will be targeted against the autocratic royal power only. For an immediate sense, our military actions will be targeted upon the royal army and its hired informers that are going to stage a drama of so-called municipality election aimed at covering up their autocracy. Also we want here to repeat our conviction that we will assist as far as possible the peaceful movement of seven political parties and contribute to advancing forward the 12-point understanding to our capacity. Here we want also to clarify that if the process of making the people sovereign through the election of interim government and constituent assembly by means of a broad national political convention or round table conference is ascertained, our party will remain prepared to contribute for a peaceful political way out by calling off ceasefire at any point. But, if the terrorist acts of the autocratic feudal elements like Gyanendra-Paras and their military gang that had brought the last negotiation to a break by means of the Dorambha massacre and call off of the present ceasefire by Rolpa operation continue we would like to repeat our determination to continue fighting till the end in favor of Nepal and Nepalese people. In the present context when, Nepalese people's emancipation has been seen impossible without raising guns against those of feudal autocracy, there is no other alternative than creating a storm of peaceful and armed movement. Therefore, our party strongly appeals the broad masses to unite with the goal of wiping out forever the feudal autocratic monarchy for the sake of democracy, peace and progress. Right to rebel against the feudal atrocity is the biggest human right of the Nepalese people at present. Hence, we appeal the UNO, international community and the world masses to honour and support this right. January

PLA
Division Commander Sacrifices
Chairman Condems The Killing, Pays Homage To The Great MartyrsCommunist
Party of Nepal (Maoist) Central
Committee Press Statement
Our whole Party, People’s Liberation Army and
masses of the people have been shocked by the news of martyrdom of
comrade Kim Bahadur Thapa (Sunil), the ex-member of our CC, division
commander of the PLA and a popular leader of Rolpa, caused by blind
firing from helicopters of the so-called royal army upon the cadres of
PLA, who were taking political training on the new decisions of Party
centre, the agreement reached with political parties and the ceasefire,
at Jinabang in Rolpa, bordering Salyan, at 5 PM in the evening
yesterday. In addition to comrade Kim Bahadur Thapa, Comrade Nirmam,
another promising youth from Salyan and a battalion vice-commander of
the PLA, has also been martyred from that blind firing. The royal
killers, who were forced to flee away from Gurassay, Salyan facing
PLA’s resistance in the afternoon, had carried out that severe crime
in the evening at Rolpa. Our party, condemning this cowardice crime of
Gyanendra Shahi and his goons with hatred and wrath, and declaring them
great martyrs, who sacrificed their lives to materialize the aspiration
of democracy and peace of the Nepalese people, pays emotional homage to
them. Along with this, our party expresses heartfelt condolence to their
bereaved family members. The feudal autocratic elements are stepping up
provocative activities of killing, disappearing and terrorizing the
unarmed cadres to disrupt the three-months ceasefire our party had
declared in favour of democracy and peace, like they had, by designing
Dorambha Massacre during the last negotiation, played a role to disrupt
dialogue. In the particular context of today, when the period of
ceasefire is going to end and we are inclined to extend it further, when
an agreement has been reached among political parties towards the
direction of democracy and peace and when our party is very seriously
and flexibly enhancing interaction with different international
organizations, institutions and forces, the autocratic feudal elements
are intensifying military terror all across the country. The murder of
comrade Kim Bahadur Thapa and comrade Nirmam is the latest link of this
terror. These incidents have further clarified the fact that the feudal
palace and its backers are not in favour of democratic way out and peace
but are in favour of idiotic adventure to defend their autocracy by
slaughtering the Nepalese people. At this moment of anguish, our party would like
repeat its determination to going forward more firmly and responsibly in
order to fulfil the aspiration of democracy and peace of the Nepalese
people. Our great party will never deviate from its historical duty by
such provocative activities of the feudal murderers. At this sensitive
moment of Nepalese history, our party appeals all the political parties,
civil societies, intelligentsias and the broad masses to create a storm
of united movement in order to change Nepal into a democratic, peaceful
and prosperous country by wiping out the medieval feudal autocracy
forever. A handful of feudal murderers will never be able to stop
people’s historical initiative and the fall of autocracy and
people’s victory is definite. Our party, in this occasion, heartily
appeals the pro-people political forces, organizations, institutions and
justice-loving masses the world over to raise voice and line with
Nepalese people more broadly by divorcing relation of all kinds with the
autocratic feudal old state, which has become a scourge against the
aspiration of democracy and peace of the Nepalese people. Nepal is at
the threshold of democratic republic. No dictators will be able to stop
its victory. Date: November30, 2005 Prachanda Chairman C.P.N. (Maoist)

Poist Understanding Between Maoist and Parties Made Public Twelve-point
understanding between Maoists and Parties
The
long struggle between absolute monarchy and democracy in Nepal has now
reached a very grave and new turn. Establishing peace by resolving the
10-year old armed conflict through a forward-looking political outlet
has become the need of today. Therefore, implementing the concept of
absolute democracy through a forward-looking restructuring of the state
has become an inevitable need to solve the problems related to class,
caste, gender, region etc of all sectors including political, economic,
social and cultural, bringing autocratic monarchy to an end and
establishing absolute democracy. We make public that, against this
existing backdrop and reference in the country, the following
understanding has been reached between the seven parliamentary parties
and the CPN (Maoist) through different methods of talks. 1.
At present all Nepalese desire peace, democracy, prosperity, social
progress and independent and sovereign Nepal. To achieve this goal, we
fully agree that the autocratic monarchy is the main obstacle. We are in
clear agreement that peace and prosperity of the country is quite
impossible without ending autocracy and establishing absolute democracy.
Hence, all anti-regressive forces have come to an agreement to focus
their attack against the autocratic monarchy independently, and bring it
to an end by intensifying the ongoing democratic movement across the
country. 2.
The seven-party alliance is fully convinced that sovereignty and
executive right of the people can be reestablished through the
reinstatement of parliament on the basis of people’s movement;
formation of all-party government with full executive power; talks with
the Maoists and election to the constituent assembly. Whereas CPN-M
believes that people’s sovereignty can be established through
formation of an interim government formed after a national conference of
agitating democratic forces, which will oversee the election to the
constituent assembly. Both of us agree to continue negotiation and
dialogue to reach common agreement in these procedural issues. However,
we have agreed that people’s movement is the only way to attain our
agreed goals. 3.
The nation has demanded constructive end of the present armed conflict
and establishment of a lasting peace. Thus, we are fully committed to
end autocratic monarchy and establish lasting peace through election to
constituent assembly. In this regard, the CPN-M expresses its commitment
to move into new peaceful political line. After bringing the autocratic
monarchy to an end, we have agreed that the arms of both the Maoist's
armed dorce bd the royal army will be supervised by the United Nations
or a dependable international body to ensure free and fair election to
the constituent assembly. Both parties have also agreed to accept the
results of the elections. We also expect an involvement of a credible
international community in the dialogue process. 4.
CPN-M has expressed commitment to acceptance of competitive multiparty
system, fundamental rights of the people, human rights, and rule of law
and democratic principles and values and to act accordingly. 5.
CPN-M has agreed to create conducive atmosphere to allow all leaders and
cadres affiliated to other democratic forces and common people, who were
displaced from home during the conflict, to return to their respective
places with full respect. The Maoists have also agreed to return the
houses and physical properties of people and party cadres seized
unjustifiably. People will be allowed to take part in political
activities without any hindrance. 6.
CPN-M has also agreed to criticize itself for its past mistakes and has
expressed commitment not to repeat them in future. 7.
Parties will criticize themselves on their past mistakes (when they were
on Parliament and government) and they have expressed commitment not to
repeat such mistakes in future. 8.
During the peace process human rights principles and freedom of press
will be fully respected. 9.
The municipal and parliamentary polls which have been pushed forward
with the malicious intention of deceiving people and the international
community, and to legitimize the king’s autocratic and
unconstitutional rule will be boycotted and made unsuccessful. 10.
People, representatives of people and political parties are the real
bulwark of nationalism. We are committed to protecting our independence,
national unity and sovereignty, and safeguarding geographical integrity.
It is our responsibility to maintain cordial relationship with all
nations in the world–especially with our neighbors, India and China–
based on the principle of peaceful co-existence. We appeal to all
patriotic Nepalis to be wary of the Mandale brand of nationalism
preached by the monarch and his sycophants to protect their rule and
interest. We also appeal to the Nepali people and international
community to provide help to our Loktantrik movement. 11.
We also appeal to all people, civil society members, professional
communities, various sister organizations, journalists and intellectuals
to participate actively in the people’s peaceful movement launched
under the common agreement based on democracy, peace, prosperity, social
transformation, and the nation’s sovereignty. 12.
The parties and Maoists have also agreed to probe into past incidents
and take action against the guilty. In future, if any problem occurs
among political parties, the concerned high level leaders shall discuss
and settle the issues amicably through dialogue. Nov

Interview
With Comrade Prachanda Comrade
Chairman, why did you declare unilateral cease-fire all of a sudden?
To
create environment in both the national and international level for a
forward-looking political way out, to inspire the seven political
parties to come in cooperation by clarifying their immediate slogan, to
reinforce the movement of civil society, to increase political
intervention upon the old state and to consolidate party’s relation
with the broad masses by honouring their sentiment and aspiration etc.
are the main motivating reasons behind the declaration of cease-fire.
The
royal state has its own military. How will the ceasefire declared
without its agreement succeed? In
our opinion, the development of the events of 3/4 days has justified the
correctness of political intervention against the old state, the purpose
with which the ceasefire was declared. It is necessary to pay attention
to the fact that the important aspect of the psychological war against
the royal army underlies in this ceasefire. To prove that the royal army
is not in support of peace and way out from a new height is not less
significant. Royal
state is speaking the language of repression. Does not this ceasefire
become counter-productive in the situation when the parliamentarian
seven political parties have not been able to come unitedly with a
concrete program? In
my opinion, no question of it being counter-productive arises for its
correctness lies in exposing worldwide the fascist character of the
royal state and inspiring to change the vacillating and unclear
character of parliamentarian seven political parties. Concretely
speaking, the ceasefire has already played that role within 3/4 days. Now,
some rumour is spreading out that the ceasefire can be a respite for the
royal state in the situation when the party is now acquiring military
successes! The
political intervention that has been made by stepping at the footing of
military success has never become a respite to the old state. None, who
has seriously observed and understood the historical reality that the
key of the development of Nepalese people’s war lies with the
appropriate coordination of political and military intervention, can
have such kind of talk. It is also necessary here to pay attention to
the strategy of active defence, offend when attacked, of People’s
Liberation Army. What
would you do if the royal government also by declaring ceasefire calls
on you for a dialogue? Is it that you won’t have a dialogue in any
case with the government? Right
now, we are not seeing any possibility and justification of dialogue
with the royal government. If it makes such declaration and put forward
clearly that it is ready to provide opportunity for the people to decide
their fate then there can be dialogue in agreement of political parties
and civil society. We are never absolute to talk with the aim of
providing total right to the people. There
was an outside propaganda that an especial agenda on Nepal would be
tabled in the general assembly of the United Nations and Gyanendra would
participate in that. Is not this ceasefire declared aiming at
influencing the forthcoming convention of the United Nations? Definitely,
there lies an objective of clarifying doubts remaining within different
sections in the world on our party politics and exposing the old feudal
power. But, it was not declared with the prime objective of influencing
the forthcoming convention of the United Nations. You
have said in your statement that all from the UNO to the main neighbour
and entire international community are showing concern on the present
situation in Nepal from their own angle and are presenting their own
kind of solution to the problem. Would you please clarify it further? I
think, the international concern, move and anxiety that is being shown
on the present Nepalese civil war is known to and endured by all. Also
it is not hidden that some of the power-centres are working with the
strategy of isolating our movement by creating an alliance between king
and the parliamentarian parties, some of them are working with the
strategy of making the king agree with constitutional monarchy by
creating a pressure of cooperation to a certain limit between our party
and the parliamentarian parties, where as some of them are in favour of
a real democracy and peace in Nepal. In this very context, it has been
clarified in the statement that none can deny some of the elements are
not trying to gain from by declaring Nepal a failed State. The essence
of the aforesaid saying in the statement is to make the Nepalese people
further clear by clarifying the reality that all of the international
communities have no unified standpoint. A
short time before, India was very much offensive towards you and the
previous CC meeting had raised the danger of Indian expansionism. Now,
how has been the role of India? Following
the step of February 1, 2005, the fact is open that the discord and
contradiction to a certain extent between the king of Nepal and the
Indian ruling class has increased. In spite of class unity, today’s
necessity is to try to use the contradiction emerged between them in
favour of the democratic aspiration of the Nepalese people. Comrade
Chairman, the propaganda like, you declared ceasefire after meeting the
foreign minister of India and according to India’s suggestion, is
coming from the media of royal government. What is truth, would you
clarify? Nothing
can be proved from such propaganda excepting that our declaration of
ceasefire caused the brain of royal ringleaders to disfigure. The
misinformation of the national betrayers that are killing the best sons
and daughters, who love the national integrity and sovereignty of the
country more than they do for their life, is nothing other than the
excuse to hide their defeat. The fact that who is sensitive and
responsible and who is criminal towards the interest of Nepal and
Nepalese people is clear as daylight. The feudal palace’s move that
the patriotic Nepalese people can be confused by planned misinformation
has been too old. Nepalese people have been able to identify their real
friend and foe. I challenge the lackeys of the feudal palace to prove
that I met with any of the authorities of the Indian government and the
ceasefire was declared according to their plan. This kind of
misinformation can never save the feudal elements standing in the
palisade to get thrown into the garbage can.
Will
this ceasefire lead to a concrete result in the situation when, though
objectively necessary, the dialogue and cooperation between the Maoist
and seven political parties has not yet taken a concrete shape? The
decision the seven political parties took on the next day of our
declaration clarifies the fact that our declaration of ceasefire has
motivated them to go forward to the direction of taking concrete
decision. But, because of vacillating, unclear and collaborationist
stance of some of the leaders of the seven political parties, how
resolutely they should have taken initiative and decision has not been
observed. Nevertheless, we are optimistic that they will come forward
with the passing of time. Comrade
Chairman, had this ceasefire been declared by having discussion with
seven parliamentarian parties? Was this ceasefire declared to resolve
the complexity arisen between the forces waging armed struggle and the
peaceful movement? The
present decision of ceasefire has been taken based on our party’s
political analysis not by having discussion with anyone else. It is not
also true that this declaration has been done to resolve the complexity
between peaceful and armed struggle. What is true has been said before. Can
the political movement against the feudal autocracy reach to its climax
now? How much optimistic you are towards the possibility of a
forward-looking political way out in the near future? Nepal,
in her political history, is in a serious turning point. In the
immediate sense, the country can have a forward move only through
people’s victory against the feudal power. We, on our behalf, are
making efforts to make the people’s movement victorious by utilizing
both the tactics of firmness and flexibility maximally as necessitates.
The feudal autocratic monarchy has been in political isolation and
confined within people’s encirclement from all sides. In this turning
point of the history, it is necessary for all of us to push on. What is
necessary here is to make ineffective the strategy of some of the
international power centres and mainly the United States of America,
which does not want this political way out to take place under the
leadership of a revolutionary party, is another point to pay attention
to. All
have raised the question of democracy. In fact, what kind of democratic
republic you mean? The
democratic republic, which we are saying, is the transitional republic
that can address the problems related to class, nationality, region and
sex in today’s Nepal. Transitional means, it is a republic in between
new democratic republic and parliamentary republic with Nepalese
specificity. What
is Party’s opinion on the new decisions of the N.C. and UML? Objectively
our party has taken the NC’s decision to remove constitutional
monarchy from their party constitution and go ahead for constituent
assembly and the UML’s decision that they could go up to democratic
republic through constituent assembly as positive and advanced ones,
whatever be the reasons subjectively. How
are you looking at the role the civil society is playing now? In
the political movement in Nepal, the civil society has been playing a
very important role since the period of anti Panchayat movement. The
political clarity and mass mobilisation that is taking place under the
initiative of intellectual personalities, including Devendra Raj Pandey,
the civil society has become an imitable inspiration for the political
parties. In this sense, we have high regard to the role of civil
society. For
a party in war, the military success becomes a pressure against the
enemy. Now, is not there any possibility of the Party being cornered
because of the ceasefire? How much is there the possibility of
conspiracy from different internal and external power-centres? We
must never understand the political and military intervention in an
absolute sense. If military support for every political intervention and
political correctness of every military success could not be justified
the movement can fall prey to the conspiracies of national and foreign
reactionary powers. We must never forget this salient particularity of
Nepalese people’s war of ten years. Enemy’s business is always to
conspire. The coordination of military and political intervention is
unavoidable to make such kinds of conspiracies ineffective. In this
sense, the present declaration of ceasefire is pushing the reactionaries
into corner not us. How
possible you see to make the parliamentarian party confront against you
by the palace fulfilling their demand of parliament? Although
the palace can move that pawn of conspiracy but right now it has not
been imminent. Therefore, we have been appealing the parliamentarian
parties to come forward directly to the interim government and
constituent assembly for their slogan of reinstatement of parliament has
already been outdated and turned to be a weapon for the palace to play. What
is the situation of inner-struggle within the party? Has it gone to the
direction of resolution? The
problem of unhealthy inner-struggle has already been resolved. Healthy
inner-struggle is the party life so it continues uninterruptedly. A
joint statement of Ganapathy, the general secretary of CPI (Maoist), and
yours has come out. How will the
communist movement in the region and the world go ahead? Ideologically, we are confident on the fact that a new wave of revolution in South Asia and the world is coming up. Our joint statement with comrade Ganapathy is the expression of that identical ideological conviction. (We
have reprinted this interview published in Janadesh Weekly on September
06. The interview was taken by Maheshwar Dahal, Editor-in-chief of the
weekly.)
