The present political situation of Nepal is advancing through critical phase. In the latest period of our people\'s democratic movement or democratic republican movement, the intervention of foreign powers specially, the Indian Expansionism, has been the main hurdle. We started our movement for the maintenance of civilian supremacy after the event of Army Chief Katwal and the unconstitutional step of the President Ram Baran Yadav. However, the outer interference or the question of national independence has been one of the prime focuses and the question of civilian supremacy has linked with it. Therefore, the movement is centered towards external intervention. 

Basically, it is not a tactical shift. We have changed our slogans for struggle in the later period and we have given priority to national independence in place of civilian supremacy. In this sense, there is change in our main slogan. However, there is no basic change in our tactics and tactical line. The main political objective is people\'s federal republic. When we were fighting for civilian supremacy, our main political goal was people\'s federal republic and, now, the political goal is same as we are fighting for national independency. The objective-base of the democratic republic has been ended and the people\'s federal republic has taken its place. 

Our notion is crystal clear. Certainly, the movement carried ahead by the patriotic or the Nepalese people against the foreign intervention has excited the Indian expansionists and their lackeys. However, we can not surrender before the Indian expansionists to console them from being excited. The movement should be advanced ahead by the patriots and justice loving people properly and scientifically. We should be aware that the anti people forces or expansionists would not be able to take advantages from the weaknesses. We should carefully and strongly advance ahead.

  

We will discuss on the new political movement that is mainly about the political development that has occurred due to the external interference that is the main subject to be discussed in plenum. Along with it, we will discuss some of our organizational developments and mainly we will go to our political agendas. That is to build a broader united front of patriotic, progressive and republican forces for the movement of independence. The political decision will be taken on it.

Along with it, we will discuss and concretize the question of the main contradiction and the development in some of the basic contradictions that will be considerably given priority while taking political decisions. 

Indian expansionists are interfering in Nepal in a nude manner. They are entering and sending their armed gangs into Nepali boarder area. They have directed to burn the effigy of our chairman. These activities justify the Indian Interference.
